Will allow eligible homeowners to transfer their tax assessment anywhere within the state and allow tax assessment to be transferred to a more expensive home with an upward adjustment. This proposition will also increase the number of times–from one to three.–that persons over 55 years old or with severe disabilities can transfer their tax assessments.

Analysis

PROS : It would allow people 55 and over, individuals with disabilities and victims of natural disasters to transfer property without increased taxes three times instead of just once. It claims it would give the proceeds from the over taxation to help fight wildfires.

CONS: There is no proof that this tax bill will help disenfranchised people at all. If anything, based on people’s support, it will become a tax break for the rich, white elderly who already have accumulated generational wealth.  It over taxes generational property. We’re not sure how much money will actually go to fighting fires. Doesn’t speak to proactive fire prevention campaigns.
